After getting 1-1-1-1 in freelance pilot, the guy told me to see the captain CorSec dude. He gives me duty missions, is this my Tier 2 trainer?

It most likely is, if he's giving you missions. You'll know for sure when you're ready to train your next skill.

who ever is giving you your missions will be your trainer for that tier ...

I did a duty mission and then I came back to him. He just gives the same missions to me over and over again. Do I need to get 60k XP first?

the duty missions are basically fillers to let you build the xp before they will train you ... you 'complete' them when you reach the point where you can be trained ...
