I am going to be acquiring high speed internet for JTL
Will it speed up the launchpad updates?
Smooth out th egraphics?
Reduce the lag?
Basically, how much better is high speed internet (spicifically, Road Runner) in comparison to dial-up

everything will indeed load faster. You'll experience much less rubberbanding. You'll have more time to make decisions in combat with a faster connection.
Broadband to dial-ups is just well.... harder, better, faster, stronger.

It will be a whole new world, and not just for SWG. You'll never be able to go back to dial-up again if you can help it. 
That said, people generally found that broadband was of more importance in space than the ground game simply because its twitch and everything is moving at high speed. So, yes, it will help.
Lag and patch download times should also be dramaticaly improved.

Publish 10 took me about......1 and a half or so hours to load, how long for you broadbanders (if you remember)

As the others have said, your lag will decrease, your loading times will get better, and the time it takes to download launchpad updates and game patches will go way, WAY down. RoadRunner is a decent service provider, too. I promise you'll love it.
