I'm currently working on a second tier mission for the captain (or what ever he is) in the back room of the CorSec pilot building. I'm on the one in which your to go to the Lok system and find and retrive some shiping orders. I go there find a ship with it and try to board but it denies my request I then blow it up but I dont get the orders sent to me as loot. I've also tried /inspect, disable, then /dock; anddisable, /inspect, then /dock. I've even tried to comunicate with the ship but to no avail. Have any of you done this mission and if so did you run into the same problems as I have? Is this a bugg or am I doing some thing wrong? I have enough xp to learn the last two teir 2 skills and have enough to be half way to a teir 3 skill but I cannot learn anything till I finish this mission.

Double check your Journal, if it says disable and dock with X ship then thats what ya gotta do. The journal is often more specific than the text your trainer spouts. If its a ship spawned just for your mission, blowing it up may have failed you and you have to go get the mission again. If its a natural spawn that you have to use to succeed, not every ship of that type may have what you need.
Whenever I have had missions like this, I'll /inspect and if it has what I need, I get a mission message saying "that's it /dock with it" or something like. Then I disable, and /dock. Never had any issue except when I have tried to do this mission in a gunner seat, or a gunner has tried it in my ship.

Congratulations, you have hit one of the single most pointless and annoyingly bugged mission I am yet to come across - unless in the very unlikely event of the devs fixing the bugs - this mission is a career stopper.
You go to the system, inspect the ship as indicated, then you disable it (the "[" and "]" keys cycle components in case you didn't know already). Take out it's engines, then you can dock. This however is the bug.
It says you have docked, that you have recieved the shipping orders, BUT the mission does not update. This means you can dock with this ship many many times (when it respawns) and despite you have done what is asked, and it says you have the shipping orders - the mission will never accept that you completed the task. This means you can never finish the mission.
Believe me I have tried every possible way to do this, until with some help from other pre-bug corsec pilots, all were in agreeal that this is a new bug since 13.1 was released.
If it still exists, I reported it ages ago and still remains untouched. You would be better going Smuggler or RSF - because you genuinely cannot progress at all unless this mission is passed.

Would I have to give up my skills or can I just quit CorSec and go to another freelance pilot trainner with out lossing all of my skills?

Quitting any pilot tree makes you lose all your pilot skills and bottoms out your XP (not 100% on the XP thing).

I remember the mission (from the first week of owning JtL) for the noteworthy event that it forced me to learn how to target a system. I did, though, manage to get through the mission with no obvious bugs, and I know of many other CorSec pilots that have done the same.
Dump whatever missions you have in your datapad. Accept the new mission. Go there and find the ship. Get behind it and target the ship's Engine. Blow out it's rear shield and armor. Make *sure* you have the Engine targetted. Blow out the Engine and you should get a 'You have disabled your target!' type of message. Fly close and /dock. If it still refuses, blow out the Reactor the same way you did the Engine. Fly close and /dock.
Like psi mentioned: watch your Quest Journal at every step, as there are typically details in it that you are not told by the trainer or in system messages.
If you still can not complete the mission then we'll still try to help, just try to provide as much detail about what you are doing and what is happening so that we can try to figure out what solution might work.
If you are determined to resign from CorSec, you must give up everything before you can join another pilot path from any faction. To resign, go to Bestine and talk to a Mon Cal named Gil Burton (in the Hotel, I believe) and he will let you drop out of CorSec. Be warned, though, that there may be tricky mission in each of the pilot paths, but there will definately be a lot of 'disable and dock' missions no matter where you go.

Thx for the help one more thing though, I suppose I'm hoping for to much but is there a /command that allows you to target specific systems on a ship cause I have no idea where a reactor on any ship is located.

He told you already '[ and ]'
Once you have a ship targeted press [ or ] and it will list the ship's sub-systems.

There are no slash command types of things, only commands that are mapped, by default, to the keyboard keys "[" and "]." You can move them to other keys, or to joystick buttons (as they are very useful and can be hard to reach where they are) by using the Options Menu under the Controls Tab and the Keymap button. I believe they are listed under Cycle Component Forward (and Backward), or something similar.
