What level/boxes do you need to be able to buy and pilot the Y-8?
Also, can it be player crafted, or is it a reward, like the Jedi Eta-2 Actis?

You need to be master of any piloting proffession to use one of these. You also do a quest on the new planet ( wont bother trying to spell it) to get a nice set of starter mining stuff. When you advance a little bit you can buy some from Shipwrights, but they require the resources from the asteroids you mine
