Presumably. Ground faction for sure dictates the Actis quest, since you get the quest from an Imperial officer and work for the Imperials. I would assume the ARC170 is the same. I was RSF or Corsec when I did the Actis, but Imperial on the ground.

I heard a neutral pilot can do both and that only ground faction determines whether or not you can do it. Now I'm hearing that you have to be in certain freelance factions to be able to do them.
What's the deal?
If I were to be...say...corsec...could I do both quests? Provided I switch allegiance on the ground side?

RSF pilots can't do the Arc-170 mission, but they can do the JSF mission. Not sure about the other Freelance pilots though.

Im a Smugglers Alliance pilot and a Imp on the ground, and i was able to do the Actis jedi ship quest, i also dropped imp for rebel for 2 days and was able to do the ARC170 quest, and now im imp again and flying both ships, so it is possible, at least im a Master Smuggler though, its harder for other people to work off negative faction while i can just buy it for myself in coronet with a inspiration buff and get 1500 fp for only 100k

I'm going to try it with a buddy killing the imperials in space for me.The Queen gave me the mission, so I should be able to finish it somehow.
