I'm not sure if this is a known issue or not, but I've bugged it a few times a very long time ago.
Currently a neutral pilot upon declaring their faction cannot enter deep space. I'm an Imperial within the smuggler's alliance (ace). I can declare and go to kessel. When I declare and head to the Imperial Deep Space station and tell them I want to go to deep space, I get an error stating that I don't have the required 30,000 "Imperial Prestige". Checking my experience (ctrl +s) I have over 5 million "Pilot Prestige". When I declare and head to the neutral station in dathomire they say that imperials aren't welcome.
Is this a known issue that is being worked on? If not, I hope that it can be worked on. While I can get to deep space still, it would be nice to be able to get faction for the countless rebels I've been slaying

It IS a known issue, it was already a known issue in beta and the search function from this forum would have told you this (seeing that there pops up a new thread trying to report this issue almost every day

I would say that privateers unable to enter deep space overt is known.
Now weather or not it's an "issue" or "by design" the jury is still out on. The pilot corespondant i beleive has posed the question to sony, but hasnt gotten an answer back yet.
Now the reason i bring up , "by design" is lately Sony has been making changes to make you "pick a side", so from that standpoint, it really works. heck i dropped privateer and went back to imperial primarly because of this.
If it ever changes, ill drop imperial pilot and go right back to privateer.
