I like it when people rant at SOE, except they're wrong. It's funny. Vaksai and like ships are very soloable. You can also go buy a B-22, so you have one more expansion ship you're forgetting about.
I'm guessing, but I'll try to answer your first question. RSF is Imperial oriented, and the last part of the ARC quest requires you to shoot at Imperial ships, which RSF can't damage. So, for a quest geared towards rebels, you're in the wrong squadron. In fact, as a ground rebel, you're in a heavily Imperial squadron. So you need to shift some loyalties, or deal with the consequences. Either go RSF and Imperial on the ground and get an Actis, or stay rebel on the ground and go SA or Corsec. Or don't, and learn to deal.
All this is covered in the pilot FAQ - factions and alliances and so forth. Not so FUBAR then is it? Nor is SOE out to personally get all RSF pilots.

Okay dude, take a few deep breaths.
1.) An RSF pilot *can* do the ARC-170 quest. You need to be a Rebel combatant, not on leave,when you go to talk to the Queen, and you'll need a regular Rebel pilot to help you out with the space part of the quest at the end.
Oh by the way to get the queen to talk to you, you have to be declared at least combatant on the ground.

Go Rebel Ground, Space: SA or CorSec. Be becoming Imp or Reb for 1 Mission each, you can get Actis and ARC.
Frankly. the ARC is for looks only, with 1 forward gun and 120 Tons(not enough for TWO Rear Turret guns)... But it looks good.
