JtL is avalaible in (at least) Austria (no, not australia), France, Germany, Denmark.

You see to Americans Europe consists of the countries - Great Britain, Paris, Milan and Iraq

I don't think it was that- it was more like they shipped copies to countries who did'nt use the American Version (so couldnt be sold in the US market). Looks like Lucasarts/SOE underestimated demand in the US, so they had to use units of JtL predestined for the UK market for the US. Looking at posts from US players compalining about shortages in the US in certain areas, it might be true. Also the UK distributors Activision aresaying itsdoesnthave enough copies to release in the UK.
We'll never really know, but its a good guess.
