The bug, as stated by the devs during beta, was that the destination selection screen from a Tatooine starport is used. So you can only travel to destinations reachable by a shuttle flying from Tatooine.
They acknoledged that this was a bug, and did not make it a high priority to fix since you can launch and hyperspace to get to the other planets.
As for "restricted", take a look at Lok. You can travel there, and IIRC it's marked "restricted" in the hyperspace map. It's also not considered a "safe" planet.

From what I read it's not a bug. Travel to advanced planets was restricted. And I personally would consider Lok is a "Safe" Planent...

If you pull up the hyperspace map in space (hit H) you can hyperspace to any system by clicking on it. Naboo and Rori, as well as Corellia and Talus, are considered one system.

I think you all missed this part. Hyperspace to DANTOOINE was not one of my options from tatooine (in space above the planet. In space, trying to hyperjump, yes I hit H, I was trying to use hyperspace.). When I clicked on the Dantooine system I didn't get the menu to select a zone.
I was able to do it the next day, but initially I couldn't. May have been a temporary problem. But since it was my first attempt, I was under the impression that it was always gonna work that way. At this time, I can hyperspace anywhere I want without having to hop through corellia, but on the first day of release I could not.

I had this same problem once but it fixed itself at some point. Not sure when.
