Now that there will be no TEFs, there is no reason not to require a player that wants to be a rebel pilot to first be a member of the rebellion. The Devs said they weren't willing to do this before because a player would be potentiall subject to PvP, regardless however, slight the chance. Now that justification is no longer valid.

Too late for that now. There are already people who are one faction on ground and another in space.
