Grind it, or buy it off a smuggler.
Better yet, find a rebel pilot (who else has too much faction besides pilots?) and work out a nice deal.

I am an Imperial with -5000 FP. I want to pilot for the Rebellion. Do I have to get positive ground FP before they'll let me join the rebels??

Yes, you do. You do not however need the 200 you would normally to be in the faction, they'll give you that when you join as a pilot (or accept you without it, I forget which).

K.... So no matter what, I'm gonna have to grind down to 0 Reb FP before I'll be able to do anything right?

Yeah. Trading would be a nice idea. I'd love to have positive FP in both again.

You do know you would have to change on ground, would have to grind rebel pilot from the beginning, and would lose all imperial pilot skills and the ability to pilot any of your non-rotw ships ever again, right? Also, if you are gonna change, might as well get the Jedi starfighter before you leave.

Yup. Even if you have the requirements for the correct faction, they won't let you join if you have too many over the opposing faction. "OMG! You're a sympathizer! Get away!" Jeeze what a grouch.
