Don't know about the best possible stats for looted items but this thread in the Shipwright forum by CPark lists the average values. For crafted there's a sticky in the Shipwright forum listing the maximum values for those.

Im just wondering if there is a cap in place on how good any given Ship Component can get? If there is does anyone know what those stats are?
