Recently I joined the imperial navy in bestine and achieved the first level status. I have now been offered the opportunity to fly for the "Black Squandron" however, when I take my little form, sign it, and bring it to the dude I am supposed to bring it to, I get two options:

1.) Quit the navy
2.) Stop talking

What the hell is going on? Is this a bug? I tried going overt, dancing a little then talking to him, licking him... nothing works!

You are talking to the wrong person.

You should be talking to Commander Oberhaur who is in Victor Visalis' office in the Bestine Capitol building. I suspect you are talking to the Imperial Pilot Coordinator who is outside the entrance to the same building.

That is, if you are talking about Storm Squadron which is the one that starts in Bestine. There is also Black Epsilon squadron that starts on Talus.
