If I have 2 Accounts, am i going to have to buy 2 different expansion packs?

No, once it is installed on your system you can use it on any of your accounts.

According to what I heard, you have to buy one for each account, the same as you have to do for EQ and most other MMORPG's. There's a rumor going around saying you don't, but trust me, you do ;-).

Yep, the expansion registeres itself with your account key, and since you have two different account keys, you need two different JtL packages.
