Try Yavin IV, that's where the pilot trainer is.

No but seriously, you have to complete your quests with Lady Viopa on Lok first. Once she turns you over to the Trando trainer on Yavin IV in the Labor Outpost, you have to do a quest before he'll train you.

Actually, he'll train you for free after you complete the first mission, which is great (love those free boxes).
