Well, as we all know, JtL ports and terminals can currently only be found in cities or major PoIs. Here's an idea, that I in fact posted on VN already, but I'll post here. Ok, for a large amount of prestige points, JtL terminals or mini starports can be purchased for cities. Here's the catch, though. These should be limited to two per planet, and one per city. That way, only two player cities per planet have them. And if there are no more open slots on your city's planet for them, and you'd really like them, it's time to break out the credits to pay someone off.

I think it'd be nice to have player starports, but not in that way. Once all the starport's are taken (which will take about 5 minutes after they make them available) then everyone else's prestige points are once again useless.
Buying someone out to make them bring down their starport isn't fair either. I seriously doubt anyone who had one would want to sell it for anything less then a ridiculous price, which is again just unfair. Why should you have to pay millions and millions of credits for something that the other guy got for free?

I mean a HUGE amount of prestige points. It shouldn't really be something you can just buy if you want, but you really have to work for it. And of course it will be expensive to buy a planet slot.
