maybe i'm a dum-dum, but if the duty missions are open ended, how do you move on to tier 2, 3, etc? is there a different guy to get missions from?

Everytime you get enough xp to get another qual u are given a mission, duty missions are there to help you grind out the xp to get that next skill. Once in tier 3 u go somewhere else.

Basically everytime you finish a tier you move on to a new trainer, so usually you'll have the same trainer while until you're 1/1/1/1 then you'll move on to another guy until you're 2/2/2/2 and so on. Though with some of the paths there are two trainers in a single tier. As he said though,the duty missions are just something that let you grind the xp until you get your next "official" mission, I define those as the ones that grant you a skill box upon completing, assuming you have the xp ofcourse.

If you're smart though, you won't bother with duty missions, or at least not until tier 3, any time before that they're really a waste of time b/c assuming you're using appropriate level gear you're strong enough to kill ships that give way better xp than the duty mission ships give.
