When do I get new ships?
I have certed in the first 4 steps but it seems all I can buy is the started ship version 2.
What level do I have to be to buy a better plane? I am a privateer. I bought the Tie but cant use it

Open up your skill screen (CTRL+S) and look under the column for Starfighter Piloting. Open up each box in the column and that will tell you what your qualified for once you've attained the box. As well if you're a Rebel you'll never qualify to fly a Tie Fighter or Privateer ship. Your Tie fighter will do nothing for you.
If people only had the patience to read the manual or to review the skills tree then most of these questions would be answered right then and there...

There is your problem !!
Privateers cannot fly TIE fighters
As a Privateer 1-1-1-1 you can fly the Scyk or the Dunelizard

Check the description in the skills boxes... once you gain the Starfighter box in next tier then you have access to the new chassis indicated in that box. As a Starter you probably only have 2 at this time you can choose from
