The first trainer in Bestine commended me and told me to sign my application to Storm Squadron and turn it in to "Commander Oberhaur" who is located "right here in Bestine" in an office inside "the captiol building".

Trouble is, there is no one with that name in the building, or all of Bestine as far as I can see. I have found an obscure reference to him on some website with a waypoint. The waypoint is directly in the middle of the capitol building, right next to Prefect Talmont.

No Cdr. Oberhaur though.

So ...where is he? Is he not really named Oberhaur as so many other quest npcs are mis-labeled?

Yes, hit CTRL-M to pull up you overhead map. Wait for the text to load, and find the Capital Building. You will go in the entrance, passing the Politician trainer and two bulky looking level 80 stormtroopers. After you go through the entrance take a hard RIGHT and enter the the room. He is standing behind the desk. Make sure to sign the orders first or he reprimands you. If you still ahve trouble finding him, let me know and I will guide you. AND, if you need help with his mission, I will be happy to assist as I need some as well.
