To my knowledge you get the Speeder if you have the beta disc. I pre order JTL at my local game stop today and while I was there, the guy gave me a beta disc

Ialso bought the pre-order from Gamestop. I was expecting the registration code to arrive via e-mail so we could register immediately. No code has arrived. How do we prove we pre-ordered when the disc arrives if it arrives after launch?

Jump to Lightspeed Expansion Publish Part 1 Notes read:
For those members of our community who purchased the pre-order JTL, your Flash Speeder will be available next week on October 27th (Please note that you must have purchased JTL and input your key code)
Where does one get this key code?

It's on a sticker on the CD case.
Note: YOU DON'T NEED THE BETA CD. You just need a CD-Key that will come with your JTL disk. However it has to be considered a "pre-order" disk, and it is not clear when the cut-off for "real" pre-orders ended.
