Depends on what you ordered. Did you order JTL, or did you order JTL with bonus?

SOE has nothing to do with you getting the flashspeeder. It is all a matter of what product you purchased. If you purchased something that says with bonus, then you get it. If you pre-order JTL regular old box you don't.

The answer would be no, if you didn't see the special listed on the item page then you wouldn't get it. Also check your order page and if you only see one item listed then you didn't get it, if there are 2 listed then you did get it.
