For instance if were both starting tier 2 missions, can we do them together in an Y-Wing? Or do we have to do the twice, for both of us to complete?

Twice for both of you to complete. Wait untill you get the first tier 3 mission, its no joke, I did it with 3 other friends... We finally finished it, even though my engine was blown out and i had a max speed of 56km =P
