I've been asked alot since i've flown in almost all of them which ones are easiest and hardest so i figured i'd write a mini guide.
Imperial - Generally Challanging on the whole
Storm Squadron - Hardest (hardest in the entire game even)
Black Epsilon - Medium (alot of gunboats)
Inquisition - Easiest
Rebel - Fairly easy, especially when you get the X-wing
Vortex - Hardest
Arkon's Havoc - Easy
Crimson Phoenix - Very Easy
*Personal Opinion* Rebel seemed the Easiest group to level, i'd say its mostly smooth sailing until kessel, Tier 5 Ties are pretty hard, and the Ravager is whacky hard especially with those Super Imp Gunboats
Freelance - slightly challgning but mostly easy.
Royal Security Forces - Easiest, can even bypass the last and hardest mission completely and just goto the Admiral Direct.
CorSec - slightly Challanging but mostly easy.
Smugglers Alliance - Challanging, teir 3 and up its reccomended you bring a friend along.
Final Thought: Leveling Tier 1-4 I'd go with Rebel being the easiest, most missions had only 2 parts to it, with Freelance 2nd and imp third.
Kessel is by far easiest for Imperials, both the Corellian Vette and the teir 5 rebel ships are almost effortless to beat, not to mention having Bomber strike is god like and Rebel Gunboats dont have nearly as many weapons as the imp gunboats. To Date, i've been able to solo everything ( Star Destroyer, Vettes, rebel gunboats etc) But the Imp Gunboat is my daddy, teir 3 and below i can handle with a fair amount of damage but 4 and up cant do it yet.
Imp Gunboat is the hardest in the entire game i've faced.

With the right tactics they are very easy most of the time, I only get my shields tapped on when I am in a hurry and intentionally lazy with manuvering.
Just get behind and under them, in their blind spot, and shoot em up real bad on the rear shields, then disable reactor. I approach them so I am under them, but on my side, so they are exactly on the right side of my screen. The extra screen width helps with visibility. Then, at 500-400m, and a bit under matched speed, pummel the rear shields. Due to it moving forward, and you moving at an angle, you'll converge at a point where you are in the rear gun's sights, so as you get close to that, just throttle up and go a bit over90 degrees left, then match speed and swing back, and you are still in the same safe zone and not too close, and can do it again.
If it pulls steep up, it will bring its rear gun to bear and even the top guns, so you can either fly fast almost at it but still under, which is the fastest way to get out of its firing solution. That, or just booster while pulling left until its dead behind you and get out of range. The latter is the only solution should it roll instead of pitch (unless you are really sure where the belly will end up and aim for under that), but you can usually make it out with a shield shunt and no armor damage even in a bad botch.
Most gunboats barely if ever even roll, others, roll constantly, and those I just avoid. I hear you can hit them at 560m and they can't hit you, but i haven't tried it yet.

Gunboats on rails are a joke. They are no challenge at all. You just match speed a around 555m and flail away. Some gunboats, however, will turn, roll, and chase you. These are a pain, but doable. It takes patience and a lot of strafing runs. On these, I actually advocate trying to take out weapons hardpoints first. Once they are down 2 or 3 guns, they are a lot easier.
