I've done this mission but I'm at work so I'll give u the play by play as best I can from memory. There is a tech outside the palace, he's not the one u wanna talk to first. Talk to the tech inside the palace in the room at the right near the back of the palace. He will give u a mission, a space mission. Go complete that, then talk to him again. I can't recall for certain, but I think he gives u something to take to the other tech outside the palace. Go talk to the tech outside the palace. He either gives u what u need to return to bestine or gives u another mission. I can't quite remember. If its a mission he gives u, complete it and talk to him again. He will give u the info/item u need to give to your trainer in bestine. Once u grab that, go back and talk to your trainer.
