So, I cant find the guy on Lok for the Tier 2 missions....I feel so stupid

He'll also direct you to find another fuel technician. She is found by going out of nym's building, up the stairs, hang to the left and go through the 'gate' and she will be on the right under a tent.

By the way, bring a friend or two for this mission. The ship you get sent after ate me alive the first few times I tried it. Bringing friends along will save you a lot of decay on your TIE.

Who do you mean? Are you looking for the Tier 2 Rebel pilot trainer who is standing in front on Nym, or the Imperial Spy that Tier 2 Imperial pilots get sent to talk to, who is in one of the back rooms of the same building?

Go to the back of Nym's Stronghold into the building that Nym is actually sitting in. The big building with all the pillars around the front. Kind of reminds me of Close Encounters.
Anyway, when you go in, go to the room in the back right corner. There's a rodian in there labeled as a fuel techinician. He's the one you're looking for.
