when i target enemy fighters i notice under them it says tier 1 or tier 2 . what does this mean?
It's basically like a /con system to compare the ships you're fighting to you.
When you're working on skills, you go a tier at a time, meaning that from the time you pick up Novice to the time you get 1111 in Pilot and get reassigned by your trainer, you're a first tier pilot. When you're working on filling up all the second level boxes to get to 2222, you're a second tier pilot, and so on.
As you move up the tiers, you pick up certain abilities such as certifications for certain level components like weapons, armor, shields, etc...and these things work in certain general ranges. (The assumption being that shields that all require a level 3 cert are roughly the same)
So if you're working on Tier 1 or 2and you see a fighter that says Tier 3, for example, they will most likely have much more powerful weapons, tougher shields, and so on. They're also supposed to have tougher AI, I think.
