You cannot damage a target for someone else's mission unless you are grouped with the mission holder.

Only ships you can damage are those shown as Red or Yellow in your Radar - if its white dont bother, you cant hurt it.
If you mean 'Anyone' as in other Players, you can only damage players of opp factions if (1) You declare yourself Overt at the Rebel/imperial space station and they have done the same or (2) You enter one of the 2 PvP sectors (Deep Space or Kessel).
The only PvP sector that none master pilots can go to is Kessel - if I remember only Master Pilots can go to the Deep Space Sector.
Both these PvP sectors have very hard NPC spawns (corvettes, gunboats, advanced fighters, all Tier 5-6 and Deep Space has a Star Destroyer etc), so unless you are a Master Pilot or 4/4/4/4 Id stay out of them, especially as more people earn master they will be heading there for some PvP (as its about the only thing you can do), and a1/1/1/1 pilot in a Z95 or a TIE fighter will probably only last about 10secs - if the NPC spawns don't get you the other players will - inthosesectorsif its Red, you kill it fast - doesnt matter if its someone in a newb ship or not!
Im not even sure if low level pilots can enter Kessel - but if you can and you're not either (1) Master Pilot or (2) 4/4/4/4 trying to complete the Master pilot missions, I wouldnt bother. You have to go there when you hit 4/4/4/4 anyway and by then you might stand a chance.
