I don't know about your server but my server is full of97500-99999 mass xwings and the prices for these ships are rediculasly low.

How about just a place where they have each ship sitting there and you can walk around them (and walk inside MP ships)? Factioned ones would have faction ships, nuetral ones would have privateer ships, and places like Rori and Talus could have all of them. 
There could even be quests for Shipwrights and pilots. The quests for Shipwrights would let them build new ships (but they'd have to build the ships inside the shipyards), and the quest for pilots would grant them certification to fly those ships. There could be different quests for different pilot tiers, maybe like one for three tiers (tier two, tier four and ace), and each of them would grant certification for a different ship for that tier.

I have an idea that shipyards should be implemented into the game, on like developed planets like correlia and naboo. And at shipyards you could buy ships. But they would be different than the shipwright ships. They would cost more and have alot less mass. But it would be a place that you can go if you dont want to look for any houses that sell ships. And shipwrights could also sell ships it the shipyard so it would be like a ship bazaar. They would also sell componenets but standard ones. No uber engines or anything just standard stuff for each tier. And it restocks lets say every 24-hours. You could also make special orders for bigger ships that would take 2-4 days. Say you ordered a X-wing you could type /order when your neer a shipyard and it would make a list of ships. And the ships would be a tiny bit cheaper and a bit better mass than the standard ones. There would be factional shipyards. But the ships that shipwrights would make would be better, so it would not take away the use of shipwrights. And like i said again shipwrights CAN sell the ships to the shipyard so they still earn a profit even if they dont sell it to players. But it would just be a little bit less money.

I like the idea alot, however, I don't think that a shipyard should be able to sell ships of both factions. On Corellia, the yard can only sell Rebelion ships, and on Naboo, Imperial. They all can sell Neutral vessels.There would be more Imp yards than Rebel. Reb shipyards would have to be very well hidden too...to avoid any Imperial entanglements.

I like the seeds of the idea, but i think we need to toss this about a bit more.
We dont want to undercut the Shipwrights. Last thing us pilots need is for a SW to feel his skills wont be needed, and train them out. So much for your special orders and missle packs.
Much like medics wouldnt want NPC medic, no matter how bad they might be to a player medic, to be at any Med centers. Or cantinas a with NPC entertainers.
Now a new NPC city building exclusively for Shipwrights and Pilots WOULD be cool. perhaps SW's can rent special vendor and bazaar spots within. Walking about the various ships (a showroom) would be nice. How about, for a price, you can test textures and color compinations of the showcase ships? Test part combinations virtually? view the external looks of various engine/booster team-ups?
And, a terminal/board where pilots can offer skills and mercenary jobs...OR pilots can advertize for help on hard missions?
When the new GCW is in effect, there would be imperial and rebel versions of these Shipyards. And the on display inventoy would change according to the faction presence. Stronghold places would, of course have the constant faction type.
The possibilities are tremendous...

Will these be orbital? I'd love to cruise pass a huge ship yard putting together Corvettes, maybe a small Imperial SD!?
