Do I have to do the quest to get into vaders office to goto tier 4 missons ?

What squadrone do you fly for, and where is Vader located?
I play the entire spectrum of JTL, I have Imp, Reb and Neurtral pilots.
Altho none of my Imp pilots are Tier 4 yet (Imp. Sqs. are by far the most difficult), I do have higher lvl Reb pilots that did require entering a POI, the Abandoned Rebel Base on Dantooine to get missions. And in order to do that I had to become 'combatant'.
Also my Inquistion pilot had to become 'combantant' in order to get missions from the trainers at the Emperor's Retreat on Naboo.
You can also try postingon the pilots forums,and reading their FAQs.

If your inquisition (or RSF) you get a mission in teir 2 from the naboo space station that will allow you to land at the retreat and have full acesss to it. Themepark completion not required.
