I could be wrong about this, but I don't think a non-chef template can turn INNs into heavy additives (that schematic is somewhere in the chef trees).
I think all he really needs to augment his artisan foods is the MNS which is granted in the first box of the 2nd BE branch.
I think he could likely get away with BE 0104.
0104 BE and 4400 artisan is all you need to make some awesome Artisan foods (I did this with my crafter during the respec period). You dont need experimentation tapes to max on the food additives, but +20 in med experimentation will greatly increase the charges on your stims. If you are human, +25 in artisan experimentation will give you +14 artisan crafting points.
