Having said that, I have been lead to believe that the YT-2400 is a newer model (rumors say by perhaps 40 years) and that the YT-1300 is extremely old. Having this extremely old ship playable in the game would have it be okay to add a ship such as the N-1. But as sited by psikobunny, those were exclusive Royal guard ships that had either been destroyed all together or decommissoned as a Naboo fighter.
On my last note, I say the the Star Wars evolution of ships was halted for because there were wars going on (Clone Wars) and the conversion to a working Empire over 20 years really puts a hold on the progress of the economy

I think you have to remember that to us, 20 years is a long time, technology-wise. We've gone from horse drawn carriages to moonlandings in less than 100 years and we're still advancing at a very fast rate.
The Republic, on the other hand, had been around, and spacefaring, for more than "a thousand generations." 20-40 years to them is likely not a very long span of time, technology wise. Changes were probably very minor, and only gave small advantages here and there. Even with the Clone Wars likely accelerating technological growth, the difference between fighters during the Naboo blockcade and the open GCW was probably not all that much. Rather, its likely that changes were meant to express certain design ideas, rather than huge jumps in technological knowledge. (I.E. TIE Fighters were meant for fast, maneuverable, low cost, numerous starfighters, while X-Wings were meant to be robust, multi-role suitable superiority fighters with long range and strike capability).
Bringing an N-1 to be as close to "on par" with the average fighters of 30 years later would probably be very minimal. In fact, with the Jedi Starfighter and the ARC-170 being quite capable, I see no reason why the N-1, or most any other craft would not be.
