Rebel combatant, not special forces (depends on what you count as overt i guess

just a quick question to fly the arc 170 do u need to complete the quest or can u just fly it at 4,3,3,3
ive had couple of ppl say u need the quest and couple of ppl saying u don't
can sum1 plz clarify this for me

yeah you need to have done the quest. I know you do for the actis but you probably have to do it for the others.
