That's how it was when I mastered during beta, they might have changed it though.
But trust me on this, it's not "just" to do the missions. They are hard, very hard.

Oh I know, I got gang raped by about 16 tier 4 TIES when I tried 'em.
No one else is my level yet to help out either, guess I'll have to wait it out a bit.
