Take a look at that paragraph you posted, and separte it at the word "separately". Those were two separate thoughts connected poorly. The first part answers your question. The second part is a completely different issue that seems to do with non-Imperial players (read: Neutrals) being Imperial pilots. This is me reading into it, but it sounds like neutrals may be able to participate in the space-gcw.

Space Quest Trainers will only train like-faction or neutral players. For instance, if your character is a declared 'Rebel', she will not be able to learn Imperial Piloting skills from an Imperial Space Quest Trainer, and vice-versa. Separately, if you acquire the Imperial Pilot novice skill box without being an overt Imperial (via Star Wars Galaxies' faction point system), you will not be able to learn Rebel or Privateer pilot skills until you 'Surrender' the Imperial Pilot novice skill box.
So basically they are saying a Rebel can learn Imperial piloting if they drop the Rebel piloting skills? Or nuetral can learn Imp or Rebel piloting if they drop Privateer piloting? Imps can fly Neutral ships as long as they drop Imperial piloting and go Privateer? I am not really obessed with the TIE line of fighters only in the YT-1300 but can a Rebel or Imperial fly those?
