Once you become Emperor you can park anywhere you want.

It has to do with the fact the space game has Imperial Inquisition members go to the retreat for all handlers so a lot of imps are biking there and leaving the path to the retreat open to grieving which they aren't hesitating to use. I just think there should be an imp only starport there to avoid this or once they fix covert scanners we are going to have to do wide berths to avoid these cities just now cropping up for the sole purpose of greiving imperials.

Better yet just set a Ship term in the Shuttle area thats used for the corvette. The shuttle takes you to the naboo station. and only Imperials can use it. Prob solved.
And it does deal with the Space aspect of the game as you havev to land in moenia and bike to the Imp Retreat. Lucky on my server Naboo is pretty much Imp cities.

Umm, you don't need to even start the Emperor's Retreat themepark.
The pilot trainer is outside the actual retreat, by the parked shuttle.

Not wanting to sound contradictory but you can as an Imp pilot, I did a quest for naboo station which took a while, mostly tier 3 enemy's and after I did it it allowed me to land at the retreat where a pilot at the door gave me access to most of the complex and a wad of cash. I was imperial Inquisition pilot at the time maybe it's only for that squadron as all their trainers were there. Oh and it only let me land there from space.

every imperial pilot can land there after doing the mission for naboo station and talking to the pilot. but remember you need access to the complex so you need to do the imperial theme park. like the smuggler pilots need to do jabba's theme park

Actually doing the quest from the station gives you access to the themepark. You just have to talk to the pilot at the door. Also, RSF can get the mission too.

Actually only Imperial Inquistion and RSF pilots can take the quest from the Naboo Space Station to allow them to land at the Retreat.
Seems kinda dumb that the other Imperial squadrons (Black Epsilon and Storm Squadron) cant take this quest - after all aren't they more loyal to the Emperor than RSF guys???
Oh - and once you gain access as an Imperial Inquistionor RSF pilot (by talkingto thefat "Pilot" in front of the place after completing the space quest) - the starship terminals are inside the building in a kind of "hidden" room between the Elevator and Vader rooms. The door is actually a sliding wall, which some times doesn't "open" graphically. Just walk through the "wall/door" - viola!there are the terminals....
