I had that issue until I realized it was my force feedback joystick causing this to happen. Soon as I unplugged my joystick and set the game to use virtual joystick mouse control the problem stopped and every thing was smooth. I've also seen people with this problem claim it's the nforce2 chipset on motherboards and got a new motherboards and claim the problem stopped but, as you can see the solution that worked for me was far cheaper.

I really wish the devs would fix this. It's definetly game breaking and annoying for us. I know the priorities are set on the CU right now but at least take a look at it post CU, and as you can see quite a lot of people are having this problem.
