I just bought two hooded cloaks yesterday on bloodfin for 10k each. My Mon Cal looks so-so in it.

Iths have to get there own backpacks, no clue why they have seperate packs for them

Ithorians and Wookies use special clothes. So, they get 50 item bandolier backpacks instead of the rebel flight suit and imperial flightsuit as rewards for the rebel and imperial pilot profession missions.

prolly should have made sure you reaserched all your material you know for a dev your not to bright

I got it as a Human for Tier 1 Privateer on Tatooine, so it's not just for Ithorians.
As was already stated, no you can't wear it with a backpack.
And no looted and crafted bandoliers can't hold items. ONLY the mission reward one can hold items.

The hooded cloaks are pretty cool. I just had to buy one; got it off the bazaar for 5k. Although after putting it on, I went into the cantina and there were like 6 other people wearing it. It was halarious, we all looked the same! hehe

Yes, new hawtpants 
All the previous uncraftable clothes are now craftable. They are on the live servers right now. They include:

Extremely revealing skirt(Leia's slave skirt)
Snow boots
And one or two others I'm forgetting
The backpack bandolier is a reward only item though for privateer pilots. But, you get it when you complete the missions that let you train your first skill
