No, you are wrong. I'll give you an example of this bug:
I go to Deep space with Ship1, I am a neutral pilot so I get to choose rebel or imperial when entering. I pick rebel today.
I get tired of Deep Space and hyperspace back to Dathomir sector, I am now treated as a freelancer pilot in space again ( Ie, attack any npc ship that is not in my squadron ) I am thus COVERT again in regular zones as should be.
Now, I feel like helping some Imperial pilot friends to master their pilot prof. I enter Kessel with them and now I am all of a sudden Overt Rebel again. Now I am unable to help any imperial pilot with this ship ever again and am forced to an overt-status in a PVE zone.
This does not happen to any other pilots than Freelancer neutrals, please explain to me why we then should be forced overt in Kessel why they dont? We have the least reason to be and this is in fact a bug and a rather nasty one at that.

Then regen ship at a different spaceport or next day after logging out.
Note no clue if that will work just an idea to try. (Being a master shipwright I spend more time on ground then in space.)
