They can do it with Jetpacks...they just up the hight above the ground. Put the "terrain negotiation" up really high, so it flies at a constant high speed over anything, and its sorted.
The T-16 might be tough - thats supposed to roll and climb and stuff. But something like the Airspeeder that Anakin flies in Episode II...
The tough bit would be "landing". They'd need to code in a land/takeoff control, so that the speeder would gain altitiude...else you'd never get close enough to /mount it.

how about they add say the skyhopper an some small ship/speeders as low alt but slightly higher an faster than speeders/bikes an swoops , so were not talkin atmo flight starfighters , but low alt planet hoppin persnal ships for long distances , more vehicles are desperatly needed , i would love to be able to jump into a t16 / reb speeder cockpit an fly around tatooine at say 20 feet with a bit more speed too , would be so much cooler than biking it , same controls as a speederbike/swoop (use radial menu to call/store vehicle) just a bit more of an aircraft , surely must be easily codeable for them ???

I dont even think they need to merge them. Just make weapons disabled while in atmosphere. Call it an imperial order banning all vehicle combat. Solves the issue outright.
If not that, make it so everything is a white con on the ground (like your allies in space are) You shoot something and you get that TING sound but still the look of firing on targets. Would make GCW battles interesting looking without actually doing any damage. I think ppl would go for that. I know I'd sign up to do a few strafing runs for visual effect.

Just got to thinking about this and had a thought:
On Hoth in Empire Strikes Back when the Imperials attack, the rebels busted out the T-47 air speeders (aka snow speeders) to take on the Imperial attack. I'm not sure I can think of a single instance where you see starfighters participating in a ground attack in any of the movies. :/
Thinking about this more, I'm all for atmospheric flight, but not so sure the ships we use in space and the ones we use within the atmosphere should be the same.

They can. They CHOSE not to for a number of reasons. One is lag, ships flying by you would add to the amount of data needing to be sent to players. Two, ships are warships, they will want to shoot those on the ground. Bad idea. You could restrict them to not shooting but do you allow ship-to-ship fights but not ship-to-ground? You are basically creating a limit on actions to make the actions possible.
There were other reasons the devs gave early on but it all comes down to the following: The challenges were not worth the effort to implement atmospheric flight at this time.

It could be used to grief as well. Imagine some idiot making passes on a star port firing his lasers at the people loading in to lag them to death. Or some guy continually strafing Coronet just to annoy everyone.

Imppilot...that is a point of flying in atmosphere. I would take pleasure in doing missile lauches all over Theed/Coronet while targeting spammers.
