They are probably waiting for the player to come talk to them that is doing a delivery or escourt mission.

I was in chat and heard that they are goin to implement PC bounties, it just may not be that players put them on other players. but bounties may be placed on player who fail a Jabba mission fro example.

I think he's saying that if you fail a mission for Jabba (for example) you can get a bounty on your head .. then it would show up onthe BH mission terminal just like Jedi's do now. Not exactly sure what you were thinkin'..
