I was having trouble with most the spawns at this point fo the quest, however I did the /logout command and let it leave game then entered, had to go back to the contact in the bunker but it DID reset itself at the right point. Just had to fend off the whole lot again.

Luck? I honestly don't know.

Give it a shot, test my theory. Hopefully this is a temp fix until Devs get off their arses and fix it.
