With bases being so important to Planetary Control, is there a FAQ on them or something? The search I did resulted in a document from launch.

Also I see the random posts that minefileds can no longer be added or turrets can't be added but I've driven past bases, in the last 2 days with both. I couldn't find any recent info on that with a search either.

then im confused becuase i sliced them last night at about 10pm and then again this morning at about 10am

You might try the server forums...could have better luck there. Contact some guilds on your server to see if you can come along with them on some base takedowns.
