I'd had post Pub 11 problems with lag in the ground game until I went into the launchpad's Graphic Options, and changed the Pixel Shader from Optimal to Version 1.4. Things aren't as pretty, and I have no 'bloom' option, but the lag around loading world objects cleared right up. Seems to have carried over to Space too.
NB: Based on observations in forums, personal experience, SWG pounds the out of video cards, regardless of how powerful they might be. Your GPU is going to beplateau'ing at 95-100% whether you're using a early Radeon or an NVidia 64 * gajillion.
In other words, it's not network bottlenecks (traditional lag) but SWG sending resource intensive and time-consuming instructionsto the GPU.
