When you say "open a vendor in your house" what do you mean? Did you place a vendor but it gets stuck at the "initializing vendor" message? Or are you trying to placea vendor in the first place?
If it's the latter (you want to have a vendor in your house but don't have one yet) you need to learn at least level 3 in the Artisan's Business line. Once you've trained that, you will see an additional option in your house's control interface - Create Vendor. Use that to create a vendor in your inventory, then drop the vendor where you want it in your house. Then initialize it, pay some maintenance, and you should be able to open it to start stocking.
If you already created the vendor and it won't initialize, there used to be a stickied thread that I can't find any more

The schematic that you can buy from teh Bestine museum curator is a limited use schemat with just 2 uses.
However, for one or both of those "uses" you can make a manufacturing schematic that can make 1000 paintings. So you could get 2 x 1000 output via the factory. You just need to have large enough piles of the resources required.
go to any bazar and pick up a generic crafting tool. With this you should begin to make just about anything you want.
