They both work - but -

you get XP only from the targeted creature. You can dizzy 15 of them, but get only XP for doing it to one. And they tend to draw aggro to you. So unless you like having 15 creatures beat on you at one time... maybe you should rethink using this trap on crowds.

Works ok if you have a Jedi spinning the lair and you want to add a wee bit of damage per hit for the group - toss a Sonic or Flare- the herd gets a state, and the rest of the crowd gets 5 extra damage points per hit for the duration of the state.

Imperial used to dropped those quite frequently, now the drop rate is lower. Loot questions should be asked on the loot forum thou.
