For getting 4-sockets, you want to use high OQ resources as well as subcomponents (metal fasteners, etc) that have been crafted with high OQ resources.
If you're not worried about sockets, then OQ on resources does not matter.
Sockets are not affected by resource quality nor by the subcompoants in the item.

I can verify this fact also. I use the cheapest and crappiest resouces that I can buy. And when I'm placing harvesters (I have harvesters running 24/7), I survey for the highest percentage of the resource that I'm looking for and don't bother with checking the stats of the resources. I just plop the harvesters down, stoke 'em up, and go on my merry way. (I hate spending time on harvesting, but you just can't beat the cost; so much cheaper than anything I've ever found to buy!) If the resource ends up being good (even uber on occasion!), I either sell it or use it in my Master Artisan products.
I'm a Master Tailor, and I have a booming business (mainly by word of mouth--I don't want TOO much business or it gets too hard to keep up. I'm a tailor for the joy of it vs. the money, although money is nice). As a result, I craft massive quantities of items on an almost-daily basis. Even with the crappiest resources (which I use in all tailored items, including clothing, accessories, and components), I getfour- and three-socket items at what I feel is an amazing rate. More often than not, in my opinion. (Unless, of course, I'm trying for a four-socket item. As we all know, the gods of tailoring have a wicked sense of humor.) I haven't checked on the exact statistics of my successes; I'd love to, but actually playing the game gets in the way! But if you take a look at my vendor stock (about 3500 tailored items at all times), you can see the verasity of my successes.
I do use a +43 station and +14.94 tools, more for the satisfaction of owning top-notch items (plus, I'm a bit superstitious!). But before I got the +43 station, I used a +9.something, and I don't remember being dissatisfied with my socket results.
Other than the fashion aspect, what I love most about being a tailor is the fact that we DON'T need to search, scrounge, beg, borrow, or wait, wait, wait for high OQ and uber resources. For me (not necessarily for all tailors!),tailoring such a refreshing, delightful, playful, whimsicalprofession mixed with everything from froo-froo frivolity to hard-core fashion. The fact that we don't need to be a slave to resources takes a load off my finely tailored backpack. Tee hee. I'm not saying the profession is not to be taken seriously (everyone needs clothing!); I'm just saying that I (delightfully) don't need to take myself and my profession seriously. I can totally give myself over to my own real-life girly-girl propensity for frivolous, fantastic, and widely varied fashion.
Maybe it's such a joy for me because I used to play a bio-engineer/fencer on another server. Talk about a serious profession! Don't get me wrong, BE is great to play (love those critters!), but the thinking involved just plain wore me out!
So to recap, all you new tailors out there or tailors that haven't realized it yet, make your life easier! In your search for resources, you can totally give up the stress of finding the perfect resource. Anything will do! Enjoy yourself. Give up unnecessary stress and focus on the fun: the fashion.

PS. The only item in which we need to worry about resource quality is in wookie pillows (Armor Padding). That is a Cu Pa of a different color....

QFE!!!!!
It's all about the fashion. I don't even consider myself a "crafter" because unlike AS/WS/etc there is no such thing as a "best" tailor it's all about the creativity and enjoyment! ![]()
