it turns off the decay of weapon and items get with use. So they stay perm 100% quailty.

Edit: also i heard if you destroy the item with the anti-decay you get the kit back but the item is destroyed

in my case i have never seen a uber-leet or legendary item so means 11mil to me for my anti-decay kit. Since i have yet to find a way to make money on this dang game.
