try picking up training 1 to call it, and taming 1 to tame it!

How long have you been gone?
Mounts are in game. We can now tame some creatures above a CL 50, i.e Mantigrue Screecher, Bull Rancor. The pets that started out a year ago with Heavy armor got dropped down to Medium then dropped to Light or none. Screecher and Gurreck (I believe) were Heavy now they are Light. Giant Sand Beetles are now have no Armor, as well as all wild creatures below level 30 or 35 I believe. Bio Engineers can make more skins, and can make creatures with more damage or more HAM or better resists than their wild counterparts, as well as making them at a lower CL.
CL is the Creature Level. This was implemented (not sure if at launch or not) to top out what a CH could control, instead of what you can tame you can control to being you can't tame this if it is above your allowable CL which is listed in your Skill window. There is wild creature taming levels and then viscious taming levels otherwise known as aggressives. If order to tame a Bull Rancor CL65as a non wookiee (and maybe as wookiee) you will need to buy taming clothes from a tailor that has BE made additives that give us taming bonuses.
I hope that fills in some gaps, unless you were not gone that long. Mounts are still fun to have and use as you can use default attacks from them, and they are supposedly getting looked into after JTL about getting their speed back. G Carrion Spat and Kaadu are the faster variety while Bantha is the slower. Mounts have a gallop command which is like burst run. The faster mounts have a shorter gallop time, while the slower ones have a longer gallop time, however, I have not noticed them actually slowing down after their gallop time has expired.

Does the schematic require identical or similar power conditioners? It may require identical ones and you have different serial numbered ones.
City Halls construction takes Power Core Units..i don't recall power conditioners, but i have only made about 10 of these. Your better off switching to the Architect Forums, we only tell you how to run your City Hall. Not build it physically. Email me in game and i'll respond when i get home on the architect character that built the city.
