Type /ui reticleselect (followed by a number) to change the appearance of your JTL reticle!

I know a guy who wants to turn it off completely, does anyone know how?

I think you can turn off your hud, including the reticle.

Besides the reticle you can also change the look of the radar using the following command below:

/ui radarselect #

...where # is 0-6

Radar 0 is the original one ... and the other ones are bugged :/
Radar 3 would be cool ... it's the radar from "ELITE"

Elite!?

That was the most awesome game of its kind... I remember happy days of blowing things away with military lasers...

That was also the best situational awareness radar display, EVER.
