You can't. They originally had Jedi on the frogs but people abused it and dueled aroudn the frogs. Now only the people that got it before they removed it from the frogs have it.

The same way you did in live. If you wanna test any of these changes, you'd better get to grinding 
The other way have a Jedi on TC is to wait hope and pray for the devs to port your server over to TC someday. ie TC-Bria

Just to avoid any confusion, that prior statement applies to TC2 (where the TOOW beta is) but NOT to TC-Prime (the regular Test Center).
There are no blue frogs on TC-Prime, you start out a CL1 and -- aside from the permanent double XP -- you grind it very much the same way you do in live servers.
